A 10-year-old mentally retarded boy, fell off of an unguarded second story landing of a stairway at an apartment building, which caused his condition to worsen due to the fall. The experts testified that due to his decrease in cognitive capabilities and emotional instability, the boy would need to live in a controlled environment.
